Using a medium bowl, whisk the green apple jello and 1 cup of boiling water until combined and the jello has dissolved.
Whisk in 1⁄2 cup cold water and 1⁄2 cup sour green apple vodka.
Using a measuring cup with a spout or a syringe (This is easier to measure the amount of jello in each cup) fill each jello cup about 3⁄4 full with the sour green apple jello.
Place the jello cups into the fridge for about 60 minutes so that the jello can firm up.
Using a medium bowl, add 1⁄4 cup cold water and 1 package of unflavored gelatin. Allow to sit for 5 minutes.
Whisk in the 1⁄2 cup boiling water and whisk until dissolved.
Whisk in the sweetened condensed milk and 1⁄4 cup sour green apple vodka.
Whisk in a few drops of the neon green food coloring.
Allow the white mixture to cool slightly.
Top the jello shots with the cloudy green jello until about full.
Place into the refrigerator overnight.
When ready to serve, scoop 1 tablespoon of the green apple popping boba on top of the jello shots.
